The national flag of Ukraine (Ukrainian: Прапор України, romanized: Prapor Ukrayiny) consists of equally sized horizontal bands of blue and yellow.
The blue and yellow bicolour first appeared during the 1848 Spring of Nations in Lemberg, then part of the Austrian Empire. It was adopted as a state flag for the first time in the aftermath of the Russian Revolution by the Ukrainian People’s Republic, the West Ukrainian People’s Republic and the Ukrainian State. It was also later adopted by Carpatho-Ukraine in March 1939. When Ukraine was part of the Soviet Union, the flag of the Ukrainian Soviet Socialist Republic was used and the bicolour was banned. During the dissolution of the Soviet Union, the bicolour gradually returned in use before officially being adopted again on 28 January 1992 by the Ukrainian parliament.
Ukraine has celebrated the Day of the National Flag on 23 August since 2004.
Design[edit]
Ukrainian law states that the colours of Ukrainian flag are «blue and yellow», but other state bodies have determined the colours. In the table below, the colours are presented according to DSTU 4512:2006 technical specifications:[1]

There has been disagreement over the shade of blue used in the flag. In 2013, scholar Dmytro Malakov argued that sky blue was the correct colour, and that, according to rules of heraldry, dark blue should not be used.[4] The Ukrainian Heraldry Society stated that this heraldry issue does not apply to flags.[5]
The flag is similar to that of the Austrian state of Lower Austria, the German city of Chemnitz and the Hungarian city of Pécs, but all of those flags have a darker shade of blue. The flag is also somewhat similar to that of the Malaysian state of Perlis, but has a reversed colour arrangement, darker shades of blue and yellow, and a different aspect ratio.
Protocol and use[edit]
Article 20 of the Constitution of Ukraine states that «the State Flag of Ukraine is a banner of two equally sized horizontal bands of blue and yellow colour.» (Ukrainian: «Державний Прапор України — стяг із двох рівновеликих горизонтальних смуг синього і жовтого кольорів.»).[6][7]

In addition to the normal horizontal format, many public buildings, such as the Verkhovna Rada, use vertical flags. Most town halls fly their town flag together with the national flag in this way; some town flags in Ukraine exist only in vertical form. The proportions of these vertical flags are not specified. When hung like a banner or draped, the blue band should be on the left. When flown from a vertical flagpole, the blue band must face the mast.
The flag did not appear on Ukrainian postal stamp issues until 1992, when they depicted the flag with the state coat of arms. Since then, the flag has frequently appeared on stamps. Cinderella stamps of the Organization of Ukrainian Nationalists were printed outside Ukraine during the Soviet period for patriotic purposes.
Decoration[edit]
Traditionally, the flag may be decorated with a golden fringe surrounding the perimeter of the flag, as long as it does not deface the flag proper. The tradition began with the flag of the Ukrainian SSR. In addition, the Great Soviet Encyclopedia shows a flag decorated with a gold star. Ceremonial displays of the flag, such as those in parades or on indoor posts, often use a fringe to enhance the allure of the flag. No specific law governs the use of the fringe. Traditionally, the Army, Guard, Navy and Air Force use a fringed flag for parades, colour guards and indoor displays, while the Office of the President and local authorities use a fringed flag on all occasions.

Display at half-staff[edit]
The flag is displayed at half-staff (or half-mast) as a sign of respect or mourning. When done nationwide, such a step is proclaimed by the president. Half-mast means flying a flag two-thirds of the way up a flagpole; the top of the flag must be at least a flag’s height from the top of the flagpole. Black ribbons indicate mourning on banners that can’t be lowered to half-mast.

Flag Day[edit]

The Day of the National Flag in Ukraine is celebrated on 23 August; it began in 2004.[8] Previously, 24 July was National Flag Day in Kyiv. The first ceremonial raising of the yellow-and-blue Ukrainian flag in modern times took place on 24 July 1990, at the flagstaff of the Kyiv City Council, two years before the flag was officially adopted as the National flag. Since 1992, the Independence Day of Ukraine has been celebrated on 24 August. Following a government decree, the flag must be flown from public buildings on this date and certain other holidays; not all are public holidays. Flags must also be flown on parliamentary election days and regional-specific flag days. The public display of flags to mark other events, such as the election of the president or the death of a prominent politician (whereupon flags are flown at half-mast), can be declared at the discretion of the Cabinet of Ministers. When flags are flown at half-mast, vertical flags are not lowered. A black mourning ribbon is instead attached, either atop the mast if hung from a pole, or to each end of the flag’s supporting cross-beams if flown like a banner.
History[edit]
The roots of Ukrainian national symbols come from pre-Christian times when yellow and blue prevailed in traditional ceremonies, reflecting fire and water.[9] During the battle of Grunwald in 1410 two Polish banners of Lwów and Przemyśl Lands used flags with yellow and blue colours.
Blue-yellow, red-black, crimson-olive and especially raspberry colour banners were widely used by Cossacks between the 16th and 18th centuries. These were not the only possible combinations, since normally Cossacks would fly their hetman’s banners, which were similar to the coats of arms of the nobility. Also, yellow and blue were the colours common on coats of arms in Galicia. In fact, the coat of arms of Lviv to this day remains a golden lion on a blue field.
Some put the starting point of the adoption of the current national flag of Ukraine to 1848 when, during the Spring of the Nations on 22 April 1848, a blue-and-yellow banner was adopted by the Supreme Ruthenian Council[10] in Lemberg (Lviv), the capital of the Kingdom of Galicia and Lodomeria, and flew over the city’s magistrate for the first time. Although this move did not have significant consequences, the newly formed Ukrainian divisions in the Austrian army used blue-and-yellow banners in their insignia.
During the Russian Revolution of 1905, this flag was used by Ukrainians of the Dnieper Ukraine.

Early independence: 1917–1921[edit]
Both blue-yellow and yellow-blue flags were widely used during the Ukrainian struggle for independence in 1917. For the first time in the history of the Russian Empire, the blue-yellow flag was flown on 25 March 1917 in Petrograd during a 20,000-strong mass demonstration.[10] On the territory of Ukraine the national flag was flown for the first time in Kyiv on 29 March 1917 by soldiers.[10] On 1 April 1917, Kyiv saw a 100,000-strong demonstration where over 320 national flags were flown.[10] Afterwards, similar demonstrations with Ukrainian flags took place across the entire Russian Empire, even beyond ethnic Ukrainian lands.[10] Numerous famous Ukrainian politicians wrote about the 1 April demonstration, including Mykhailo Hrushevsky and Serhiy Yefremov, noting that there were blue-and-yellow flags, while Dmytro Doroshenko claimed that they were yellow and blue.[10] The blue-yellow flag was flown at the First Ukrainian Military Congress on 18 May 1917.[10]
The official flag established by the Ukrainian People’s Republic in 1918 was blue-yellow. Instead, they refer to the decision on the Fleet Flag, which was to be light blue–yellow,[11] as an indication that the official flag was light blue–yellow.[12] Also adopted were several other service flags of the Ukrainian People’s Republic.[13]
The official flag of Pavlo Skoropadsky’s Hetmanate was also light blue-yellow and remained the same under the Directorate of Symon Petlura. The flag of the West Ukrainian People’s Republic was blue-yellow. The stateless Makhnovshchina, which existed during the Ukrainian War of Independence, used the black flag.
Among Ukrainian immigrant organisations, there were proponents of both blue-yellow and yellow-blue flags. Eventually, an agreement was reached to use the blue-yellow flag until the issue could be resolved by an independent Ukraine.
Soviet Ukraine: 1922–1991[edit]

During Soviet rule, the Ukrainian flag was banned,[16] and anyone displaying it could be criminally prosecuted for «anti-Soviet propaganda». The first flag of the Ukrainian Soviet Socialist Republic was adopted on 10 March 1919, to serve as the symbol of state of Soviet Ukraine. Details of the official flag changed periodically before the break-up of the Soviet Union in 1991, but all were based on the red flag of the October Revolution in Russia and an exact replica of the flags of the neighbouring Russian SFSR.
The first flag was red with the gold Cyrillic sans-serif letters У.С.С.Р. (USSR, acronym for Ukrayinskaya Sotsialisticheskaya Sovetskaya Respublika in the Russian language). In the 1930s, a gold border was added to the flag. In 1937, a new flag was adopted, with a small gold hammer and sickle added above the gold Cyrillic serif У.Р.С.Р. (URSR, for Ukrayins’ka Radyans’ka Sotsialistychna Respublika in the Ukrainian language).

Interbellum and Reichskommissariat Ukraine[edit]
The Organisation of Ukrainian Nationalists is a Ukrainian political organisation which as a movement was originally created in 1929 in Western Ukraine (interwar Poland at the time). For a long time, the OUN did not officially have its own flag; however, during the Hungarian and Polish aggression against the Republic of Carpathian Ukraine in 1939, Carpathian Sich, a militarised wing of the OUN, adopted as its flag a design taken from the OUN’s emblem – a golden nationalistic trident on a blue background. The flag was finalised and only officially adopted by the organisation in 1964 at the 5th Assembly of Ukrainian Nationalists.
The Ukrainian Insurgent Army was a Ukrainian nationalist paramilitary and later partisan army that engaged in a series of guerrilla conflicts during World War II against Nazi Germany, the Soviet Union, Czechoslovakia, and both underground and communist Poland. The group was the military wing of the Organisation of Ukrainian Nationalists — Bandera faction (the OUN-B), originally formed in Volyn in the spring and summer of 1943. Its official date of creation is 14 October 1942. The battle flag of the UPA was a 2:3 ratio red-and-black banner. The flag continues to be a symbol of the Ukrainian nationalist movement. The colours of the flag symbolise ‘Ukrainian red blood spilled on Ukrainian black earth’.
In 1949, the flag of the Soviet Ukraine was changed once again.[5] The Soviet Union managed to obtain two additional seats in the United Nations by adding Ukraine and Byelorussia as member states.[5] The flag change came about because all the Soviet flags were the same.[5] The new Ukrainian flag consisted of red (top, 2/3) and azure (bottom, 1/3) stripes,[5] with the golden star, hammer and sickle in the top left corner. Communist party leaders such as Nikita Khrushchev and Lazar Kaganovich feared using words like ‘light blue’ and ‘blue’ in the official flag colors, as they were the terms used by the Ukrainian diaspora.[5]
During the Soviet period, multiple unsanctioned attempts to hoist the national blue-and-yellow flag were made. In 1958, an underground group was established in the village of Verbytsia, Khodoriv Raion; its members raised national flags and spread anti-Soviet pamphlets under cover of darkness.[17]
Return of the national flag[edit]
The Ukrainian national flag was raised outside Kyiv’s City Hall for the first time on 24 July 1990.

Under the influence of Mikhail Gorbachev’s policies of perestroika and glasnost, individual Soviet republics gained a strengthened sense of national identity, leading to the collapse of the Soviet Union in 1991. This was particularly true for the three Baltic states and Western Ukraine, which were the last territories annexed into Soviet Union. The national awakening was accompanied by attempts to restore historical national symbols. In 1988, the Supreme Soviet of the Lithuanian SSR re-established Lithuania’s national flag and coat of arms as the state symbol. The parliaments of Latvia and Estonia soon followed suit.
The events in the Baltic countries soon led to similar patterns in Ukraine. In particular, West Ukraine and the Ukrainian SSR’s capital city of Kyiv were the scenes of near-constant political demonstrations, in which yellow-and-blue flags were waved by demonstrators.
- On 14 March 1990, the Ukrainian flag was raised for the first time since the establishment of the Soviet Union in the small city of Stryi.[18]
- On 20 March 1990, the Ternopil town council voted on the use and re-establishment of the yellow-and-blue flag and the tryzub and Shche ne vmerla Ukrainy national anthem. The same day, the yellow-and-blue national flag was flown for the first time in 80 years on a governmental building in Kyiv, replacing the then-official red-azure flag of the Ukrainian SSR.
- On 28 April 1990, the Lviv oblast council (oblasna rada) also allowed the use of the national symbols of Ukraine within the Oblast.
- On 29 April 1990, the yellow-and-blue flag was flown from the Ternopil city theatre’s flagstaff without the flag of the Soviet Union hanging above it.
- After 24 July 1990, the yellow-and-blue flag was flown for the first time over an official governmental building, the Kyiv City Council, on Maidan Nezalezhnosti Square of Khreschatyk Street.[19]
- After the declaration of independence of Ukraine on 24 August 1991, the national yellow-and-blue flag flew for the first time over the Ukrainian Parliament (Verkhovna Rada) building on 4 September 1991.

The blue and yellow flag was provisionally adopted for official ceremonies in September 1991 following Ukrainian independence, before officially being restored on 28 January 1992 by the Parliament of Ukraine.[21][22] At the beginning of the 2022 Russian invasion of Ukraine, landmarks all over the world were lit up with the colours of the Ukrainian flag, while numerous cities raised the Ukrainian flag in solidarity.[23][24]
Controversies and criticism[edit]
Origin[edit]
One claimed version is that, since one of the first known coloured depictions of the Coat of Arms of Kyiv was mainly in yellow-blue colours, this tradition may have existed since the time of the Nordic-Slavic Grand Prince of Kyiv Volodymyr the Great. However, the blue-yellow colouring dates back to Kievan Rus’, as an early version of the Tryzub, Ukraine’s national coat of arms, sported the same colouring as the seal of Sviatoslav I of Kyiv (c. AD 945). During the 1709 Battle of Poltava, the Cossacks following Mazepa fought under yellow-blue banners, while their Swedish allies were under yellow ones. Some Cossacks and noblemen had coats of arms in yellow and blue.[25]
Yellow-blue versus blue-yellow[edit]
Ukrainians commonly refer to the flag as «yellow and light blue» (Ukrainian: жовто-блакитний, zhovto-blakytnyy)[26]—a different version of the flag used during UNR (Ukrainian National Republic) years (1917–1921) with yellow on the top and blue on the bottom. The yellow on the top allegedly represents golden domes (cupolas) of Christian churches and the blue the Dnieper river.
The head of the Ukrainian Heraldry Society, Andriy Grechylo, points to the fact that the discussion about order of colours was taking place as far back as 1918.[5] Nonetheless, both governments of the Ukrainian People’s Republic as well as the Ukrainian State defined that the upper half would be light-blue, while the lower would be yellow.[5] During 1918 it was taken into consideration that light blue would lose its shade under sun, therefore it was decided to make the colour darker.[5]
Already in the 1918 draft of the Constitution of the Ukrainian People’s Republic, the order of colours was defined as blue and yellow.[5] The same order could be found in legislative acts of the West Ukrainian People’s Republic for November 1918 and the Republic of Carpathian Ukraine on 15 March 1939.[5] The argument on the order of colours was taking place in the Ukrainian diaspora as well.[5] In 1949 it was decided that, until Ukraine defined a single state flag, the diaspora would use the blue-and-yellow banner.[5]
Attempts to revive Soviet flags[edit]
On 21 April 2011, the Verkhovna Rada passed a law allowing the Victory Banner to be raised on Victory Day.[27] The current Victory Banner was adopted in Russia in 2007. On 20 May 2011, the law was signed by the President of Ukraine Viktor Yanukovych.[28] On 17 June 2011, the Constitutional Court of Ukraine recognised the law as unconstitutional and proposed that the parliament implement required amendments to the Constitution of Ukraine.[29] On 9 April 2015, the Ukrainian parliament passed legislation on decommunization, banning the promotion of symbols of “Communist and National Socialist totalitarian regimes».[30] Since then, Soviet symbols, like the Victory Banner, have only been allowed in cemeteries.[31][32]
Flag of the head of state[edit]
Throughout the history of Ukraine, various heads of state have used different flags. The designs differ according to the historical era they were used in and in accordance with the political scene in Ukraine at the time. The first flag to be used by a head of state of Ukraine was that of Pavlo Skoropadskyi. The current design, the flag of the President of Ukraine, was adopted in 1999. In 2022 the President of Ukraine used a variant where the left side of the blue upper-half contains the yellow Tryzub.[33]

The national flag of Ukraine (Ukrainian: Прапор України, romanized: Prapor Ukrayiny) consists of equally sized horizontal bands of blue and yellow.
The blue and yellow bicolour first appeared during the 1848 Spring of Nations in Lemberg, then part of the Austrian Empire. It was adopted as a state flag for the first time in the aftermath of the Russian Revolution by the Ukrainian People’s Republic, the West Ukrainian People’s Republic and the Ukrainian State. It was also later adopted by Carpatho-Ukraine in March 1939. When Ukraine was part of the Soviet Union, the flag of the Ukrainian Soviet Socialist Republic was used and the bicolour was banned. During the dissolution of the Soviet Union, the bicolour gradually returned in use before officially being adopted again on 28 January 1992 by the Ukrainian parliament.
Ukraine has celebrated the Day of the National Flag on 23 August since 2004.
Design[edit]
Ukrainian law states that the colours of Ukrainian flag are «blue and yellow», but other state bodies have determined the colours. In the table below, the colours are presented according to DSTU 4512:2006 technical specifications:[1]

There has been disagreement over the shade of blue used in the flag. In 2013, scholar Dmytro Malakov argued that sky blue was the correct colour, and that, according to rules of heraldry, dark blue should not be used.[4] The Ukrainian Heraldry Society stated that this heraldry issue does not apply to flags.[5]
The flag is similar to that of the Austrian state of Lower Austria, the German city of Chemnitz and the Hungarian city of Pécs, but all of those flags have a darker shade of blue. The flag is also somewhat similar to that of the Malaysian state of Perlis, but has a reversed colour arrangement, darker shades of blue and yellow, and a different aspect ratio.
Protocol and use[edit]
Article 20 of the Constitution of Ukraine states that «the State Flag of Ukraine is a banner of two equally sized horizontal bands of blue and yellow colour.» (Ukrainian: «Державний Прапор України — стяг із двох рівновеликих горизонтальних смуг синього і жовтого кольорів.»).[6][7]

In addition to the normal horizontal format, many public buildings, such as the Verkhovna Rada, use vertical flags. Most town halls fly their town flag together with the national flag in this way; some town flags in Ukraine exist only in vertical form. The proportions of these vertical flags are not specified. When hung like a banner or draped, the blue band should be on the left. When flown from a vertical flagpole, the blue band must face the mast.
The flag did not appear on Ukrainian postal stamp issues until 1992, when they depicted the flag with the state coat of arms. Since then, the flag has frequently appeared on stamps. Cinderella stamps of the Organization of Ukrainian Nationalists were printed outside Ukraine during the Soviet period for patriotic purposes.
Decoration[edit]
Traditionally, the flag may be decorated with a golden fringe surrounding the perimeter of the flag, as long as it does not deface the flag proper. The tradition began with the flag of the Ukrainian SSR. In addition, the Great Soviet Encyclopedia shows a flag decorated with a gold star. Ceremonial displays of the flag, such as those in parades or on indoor posts, often use a fringe to enhance the allure of the flag. No specific law governs the use of the fringe. Traditionally, the Army, Guard, Navy and Air Force use a fringed flag for parades, colour guards and indoor displays, while the Office of the President and local authorities use a fringed flag on all occasions.

Display at half-staff[edit]
The flag is displayed at half-staff (or half-mast) as a sign of respect or mourning. When done nationwide, such a step is proclaimed by the president. Half-mast means flying a flag two-thirds of the way up a flagpole; the top of the flag must be at least a flag’s height from the top of the flagpole. Black ribbons indicate mourning on banners that can’t be lowered to half-mast.

Flag Day[edit]

The Day of the National Flag in Ukraine is celebrated on 23 August; it began in 2004.[8] Previously, 24 July was National Flag Day in Kyiv. The first ceremonial raising of the yellow-and-blue Ukrainian flag in modern times took place on 24 July 1990, at the flagstaff of the Kyiv City Council, two years before the flag was officially adopted as the National flag. Since 1992, the Independence Day of Ukraine has been celebrated on 24 August. Following a government decree, the flag must be flown from public buildings on this date and certain other holidays; not all are public holidays. Flags must also be flown on parliamentary election days and regional-specific flag days. The public display of flags to mark other events, such as the election of the president or the death of a prominent politician (whereupon flags are flown at half-mast), can be declared at the discretion of the Cabinet of Ministers. When flags are flown at half-mast, vertical flags are not lowered. A black mourning ribbon is instead attached, either atop the mast if hung from a pole, or to each end of the flag’s supporting cross-beams if flown like a banner.
History[edit]
The roots of Ukrainian national symbols come from pre-Christian times when yellow and blue prevailed in traditional ceremonies, reflecting fire and water.[9] During the battle of Grunwald in 1410 two Polish banners of Lwów and Przemyśl Lands used flags with yellow and blue colours.
Blue-yellow, red-black, crimson-olive and especially raspberry colour banners were widely used by Cossacks between the 16th and 18th centuries. These were not the only possible combinations, since normally Cossacks would fly their hetman’s banners, which were similar to the coats of arms of the nobility. Also, yellow and blue were the colours common on coats of arms in Galicia. In fact, the coat of arms of Lviv to this day remains a golden lion on a blue field.
Some put the starting point of the adoption of the current national flag of Ukraine to 1848 when, during the Spring of the Nations on 22 April 1848, a blue-and-yellow banner was adopted by the Supreme Ruthenian Council[10] in Lemberg (Lviv), the capital of the Kingdom of Galicia and Lodomeria, and flew over the city’s magistrate for the first time. Although this move did not have significant consequences, the newly formed Ukrainian divisions in the Austrian army used blue-and-yellow banners in their insignia.
During the Russian Revolution of 1905, this flag was used by Ukrainians of the Dnieper Ukraine.

Early independence: 1917–1921[edit]
Both blue-yellow and yellow-blue flags were widely used during the Ukrainian struggle for independence in 1917. For the first time in the history of the Russian Empire, the blue-yellow flag was flown on 25 March 1917 in Petrograd during a 20,000-strong mass demonstration.[10] On the territory of Ukraine the national flag was flown for the first time in Kyiv on 29 March 1917 by soldiers.[10] On 1 April 1917, Kyiv saw a 100,000-strong demonstration where over 320 national flags were flown.[10] Afterwards, similar demonstrations with Ukrainian flags took place across the entire Russian Empire, even beyond ethnic Ukrainian lands.[10] Numerous famous Ukrainian politicians wrote about the 1 April demonstration, including Mykhailo Hrushevsky and Serhiy Yefremov, noting that there were blue-and-yellow flags, while Dmytro Doroshenko claimed that they were yellow and blue.[10] The blue-yellow flag was flown at the First Ukrainian Military Congress on 18 May 1917.[10]
The official flag established by the Ukrainian People’s Republic in 1918 was blue-yellow. Instead, they refer to the decision on the Fleet Flag, which was to be light blue–yellow,[11] as an indication that the official flag was light blue–yellow.[12] Also adopted were several other service flags of the Ukrainian People’s Republic.[13]
The official flag of Pavlo Skoropadsky’s Hetmanate was also light blue-yellow and remained the same under the Directorate of Symon Petlura. The flag of the West Ukrainian People’s Republic was blue-yellow. The stateless Makhnovshchina, which existed during the Ukrainian War of Independence, used the black flag.
Among Ukrainian immigrant organisations, there were proponents of both blue-yellow and yellow-blue flags. Eventually, an agreement was reached to use the blue-yellow flag until the issue could be resolved by an independent Ukraine.
Soviet Ukraine: 1922–1991[edit]

During Soviet rule, the Ukrainian flag was banned,[16] and anyone displaying it could be criminally prosecuted for «anti-Soviet propaganda». The first flag of the Ukrainian Soviet Socialist Republic was adopted on 10 March 1919, to serve as the symbol of state of Soviet Ukraine. Details of the official flag changed periodically before the break-up of the Soviet Union in 1991, but all were based on the red flag of the October Revolution in Russia and an exact replica of the flags of the neighbouring Russian SFSR.
The first flag was red with the gold Cyrillic sans-serif letters У.С.С.Р. (USSR, acronym for Ukrayinskaya Sotsialisticheskaya Sovetskaya Respublika in the Russian language). In the 1930s, a gold border was added to the flag. In 1937, a new flag was adopted, with a small gold hammer and sickle added above the gold Cyrillic serif У.Р.С.Р. (URSR, for Ukrayins’ka Radyans’ka Sotsialistychna Respublika in the Ukrainian language).

Interbellum and Reichskommissariat Ukraine[edit]
The Organisation of Ukrainian Nationalists is a Ukrainian political organisation which as a movement was originally created in 1929 in Western Ukraine (interwar Poland at the time). For a long time, the OUN did not officially have its own flag; however, during the Hungarian and Polish aggression against the Republic of Carpathian Ukraine in 1939, Carpathian Sich, a militarised wing of the OUN, adopted as its flag a design taken from the OUN’s emblem – a golden nationalistic trident on a blue background. The flag was finalised and only officially adopted by the organisation in 1964 at the 5th Assembly of Ukrainian Nationalists.
The Ukrainian Insurgent Army was a Ukrainian nationalist paramilitary and later partisan army that engaged in a series of guerrilla conflicts during World War II against Nazi Germany, the Soviet Union, Czechoslovakia, and both underground and communist Poland. The group was the military wing of the Organisation of Ukrainian Nationalists — Bandera faction (the OUN-B), originally formed in Volyn in the spring and summer of 1943. Its official date of creation is 14 October 1942. The battle flag of the UPA was a 2:3 ratio red-and-black banner. The flag continues to be a symbol of the Ukrainian nationalist movement. The colours of the flag symbolise ‘Ukrainian red blood spilled on Ukrainian black earth’.
In 1949, the flag of the Soviet Ukraine was changed once again.[5] The Soviet Union managed to obtain two additional seats in the United Nations by adding Ukraine and Byelorussia as member states.[5] The flag change came about because all the Soviet flags were the same.[5] The new Ukrainian flag consisted of red (top, 2/3) and azure (bottom, 1/3) stripes,[5] with the golden star, hammer and sickle in the top left corner. Communist party leaders such as Nikita Khrushchev and Lazar Kaganovich feared using words like ‘light blue’ and ‘blue’ in the official flag colors, as they were the terms used by the Ukrainian diaspora.[5]
During the Soviet period, multiple unsanctioned attempts to hoist the national blue-and-yellow flag were made. In 1958, an underground group was established in the village of Verbytsia, Khodoriv Raion; its members raised national flags and spread anti-Soviet pamphlets under cover of darkness.[17]
Return of the national flag[edit]
The Ukrainian national flag was raised outside Kyiv’s City Hall for the first time on 24 July 1990.

Under the influence of Mikhail Gorbachev’s policies of perestroika and glasnost, individual Soviet republics gained a strengthened sense of national identity, leading to the collapse of the Soviet Union in 1991. This was particularly true for the three Baltic states and Western Ukraine, which were the last territories annexed into Soviet Union. The national awakening was accompanied by attempts to restore historical national symbols. In 1988, the Supreme Soviet of the Lithuanian SSR re-established Lithuania’s national flag and coat of arms as the state symbol. The parliaments of Latvia and Estonia soon followed suit.
The events in the Baltic countries soon led to similar patterns in Ukraine. In particular, West Ukraine and the Ukrainian SSR’s capital city of Kyiv were the scenes of near-constant political demonstrations, in which yellow-and-blue flags were waved by demonstrators.
- On 14 March 1990, the Ukrainian flag was raised for the first time since the establishment of the Soviet Union in the small city of Stryi.[18]
- On 20 March 1990, the Ternopil town council voted on the use and re-establishment of the yellow-and-blue flag and the tryzub and Shche ne vmerla Ukrainy national anthem. The same day, the yellow-and-blue national flag was flown for the first time in 80 years on a governmental building in Kyiv, replacing the then-official red-azure flag of the Ukrainian SSR.
- On 28 April 1990, the Lviv oblast council (oblasna rada) also allowed the use of the national symbols of Ukraine within the Oblast.
- On 29 April 1990, the yellow-and-blue flag was flown from the Ternopil city theatre’s flagstaff without the flag of the Soviet Union hanging above it.
- After 24 July 1990, the yellow-and-blue flag was flown for the first time over an official governmental building, the Kyiv City Council, on Maidan Nezalezhnosti Square of Khreschatyk Street.[19]
- After the declaration of independence of Ukraine on 24 August 1991, the national yellow-and-blue flag flew for the first time over the Ukrainian Parliament (Verkhovna Rada) building on 4 September 1991.

The blue and yellow flag was provisionally adopted for official ceremonies in September 1991 following Ukrainian independence, before officially being restored on 28 January 1992 by the Parliament of Ukraine.[21][22] At the beginning of the 2022 Russian invasion of Ukraine, landmarks all over the world were lit up with the colours of the Ukrainian flag, while numerous cities raised the Ukrainian flag in solidarity.[23][24]
Controversies and criticism[edit]
Origin[edit]
One claimed version is that, since one of the first known coloured depictions of the Coat of Arms of Kyiv was mainly in yellow-blue colours, this tradition may have existed since the time of the Nordic-Slavic Grand Prince of Kyiv Volodymyr the Great. However, the blue-yellow colouring dates back to Kievan Rus’, as an early version of the Tryzub, Ukraine’s national coat of arms, sported the same colouring as the seal of Sviatoslav I of Kyiv (c. AD 945). During the 1709 Battle of Poltava, the Cossacks following Mazepa fought under yellow-blue banners, while their Swedish allies were under yellow ones. Some Cossacks and noblemen had coats of arms in yellow and blue.[25]
Yellow-blue versus blue-yellow[edit]
Ukrainians commonly refer to the flag as «yellow and light blue» (Ukrainian: жовто-блакитний, zhovto-blakytnyy)[26]—a different version of the flag used during UNR (Ukrainian National Republic) years (1917–1921) with yellow on the top and blue on the bottom. The yellow on the top allegedly represents golden domes (cupolas) of Christian churches and the blue the Dnieper river.
The head of the Ukrainian Heraldry Society, Andriy Grechylo, points to the fact that the discussion about order of colours was taking place as far back as 1918.[5] Nonetheless, both governments of the Ukrainian People’s Republic as well as the Ukrainian State defined that the upper half would be light-blue, while the lower would be yellow.[5] During 1918 it was taken into consideration that light blue would lose its shade under sun, therefore it was decided to make the colour darker.[5]
Already in the 1918 draft of the Constitution of the Ukrainian People’s Republic, the order of colours was defined as blue and yellow.[5] The same order could be found in legislative acts of the West Ukrainian People’s Republic for November 1918 and the Republic of Carpathian Ukraine on 15 March 1939.[5] The argument on the order of colours was taking place in the Ukrainian diaspora as well.[5] In 1949 it was decided that, until Ukraine defined a single state flag, the diaspora would use the blue-and-yellow banner.[5]
Attempts to revive Soviet flags[edit]
On 21 April 2011, the Verkhovna Rada passed a law allowing the Victory Banner to be raised on Victory Day.[27] The current Victory Banner was adopted in Russia in 2007. On 20 May 2011, the law was signed by the President of Ukraine Viktor Yanukovych.[28] On 17 June 2011, the Constitutional Court of Ukraine recognised the law as unconstitutional and proposed that the parliament implement required amendments to the Constitution of Ukraine.[29] On 9 April 2015, the Ukrainian parliament passed legislation on decommunization, banning the promotion of symbols of “Communist and National Socialist totalitarian regimes».[30] Since then, Soviet symbols, like the Victory Banner, have only been allowed in cemeteries.[31][32]
Flag of the head of state[edit]
Throughout the history of Ukraine, various heads of state have used different flags. The designs differ according to the historical era they were used in and in accordance with the political scene in Ukraine at the time. The first flag to be used by a head of state of Ukraine was that of Pavlo Skoropadskyi. The current design, the flag of the President of Ukraine, was adopted in 1999. In 2022 the President of Ukraine used a variant where the left side of the blue upper-half contains the yellow Tryzub.[33]

Флаг Украины является знамя из двух горизонтальных полос одинакового размера синего и желтого цветов (Конституция Украины, статья 20 ). Вверху изображено небо, а желтым — пшеница. Сочетание синего и желтого как символа украинских земель происходит от флага Галицко-Волынского царства, использовавшегося в XII веке. В качестве национального флага сине-желтый двухцветный официально используется с Весны Наций 1848 года, когда он был поднят над Львовской ратушей. Существует также критика в отношении оттенков. Есть специалисты, которые утверждают, что по правилам геральдики нынешний набор цветов не может сосуществовать. Глава Украинского геральдического общества отметил, что флаги изучает не геральдика, а вексилология.

Вертикальные флаги
Помимо обычного горизонтального формата, многие общественные здания, такие как Верховная рада в Украине, используют вертикальные флажки. Флаг не появлялись на выпусках официальных украинских почтовых марок до выпуска 1992 г., изображая флаг с государственным гербом. С тех пор флаг часто появлялся на марках. Марки «Золушка» Организации украинских националистов печатались за пределами Украины в советское время и служили патриотическим целям.
Украшение
Традиционно флаг может быть украшен золотой бахромой по периметру флага, если он не портит собственно флаг. Началом этой традиции стал флаг Украинской ССР. В Большой Советской Энциклопедии изображен флаг, украшенный золотой звездой. В церемониальных демонстрациях флага, например, на парадах или на внутренних столбах, часто используется бахрома, чтобы подчеркнуть красоту флага. Законность этой границы не регулируется никаким конкретным законом. Выставка на половинном штабе
Флаг вывешивается на половинном штабе (полумачта в военно-морском обиходе) в знак уважения или траура. В масштабах всей страны эту акцию провозглашает президент. Полумачта означает, что флаг поднимается на две трети высоты флагштока, по крайней мере, на высоте флага между верхом флага и верхом флагштока. 23 августа в Украине отмечается День Государственного флага; с 2004 года. Ранее 24 июля в Киеве отмечалось как День Государственного флага. Первый торжественный подъем желто-синего украинского флага в наше время состоялся 24 июля 1990 года у флагштока Киевского городского совета, за два года до того, как флаг был официально принят в качестве Государственного флага. С 1992 года День независимости Украины отмечается 24 августа. Согласно постановлению правительства, в эти даты и в некоторые другие праздничные дни флаг должен развеваться над общественными зданиями. История

Корни украинских национальных символов уходят в дохристианские времена, когда в традиционных обрядах преобладали желтый и синий цвета, отражающие огонь и воду. Наиболее убедительным доказательством желтого и синего цветов можно проследить Грюнвальдское сражение, в котором участвовали ополченческие формирования из разных стран Польско-Литовского союза.
Желто-синие, красно-черные, малиново-оливковые и особенно малиновые цвета знамена широко использовались казаками между 16 и 18 веками. В советское время украинский флаг был запрещен, а его вывешивание преследовалось за« антисоветскую пропаганду ». Организация украинских националистов — это украинская политическая организация, которая как движение изначально была создана в 1929 году на Западной Украине (в период между войнами Польша). Долгое время ОУН официально не имела собственного флага; однако во время агрессии Венгрии и Польши против Республики Карпатская Украина в 1939 году, Карпатская Сечь, военизированное крыло ОУН, переняла свой флаг с эмблемы ОУН — золотого националистического трезубца на синем фоне. Флаг был доработан и официально принят организацией только в 1964 году на V Собрании украинских националистов.
Украинская повстанческая армия была украинской националистической полувоенной, а позже партизанской армией, которая участвовала в серии партизанских конфликтов во время Второй мировой войны против нацистской Германии, Советского Союза, Чехословакии, а также подпольной и коммунистической Польши. Группа являлась военным крылом Организации украинских националистов — бандеровской фракцией (ОУН-Б), первоначально сформированной на Волыни весной и летом 1943 года. Официальная дата ее создания — 14 октября 1942 года [1] день Праздник Покрова Пресвятой Богородицы. Боевой флаг УПА представлял собой красно-черное знамя пропорции 2: 3. Флаг продолжает оставаться символом украинского националистического движения. Цвета флага символизируют «украинскую красную кровь, пролившуюся на украинском черноземе».

В 1949 году флаг Советской Украины был снова изменен. Советскому Союзу удалось получить два дополнительных места в ООН, добавив в него Украину вместе с Белоруссией. Изменение было связано с тем, что все советские флаги были одинаковыми. Новый украинский флаг состоял из красной (вверху, 2/3) и лазурной (внизу, 1/3) полос, с золотой звездой, серпом и молотом вверху. левый угол. Лидеры коммунистической партии, такие как Хрущев и Каганович, боялись использовать слова голубой и синий, которые использовались украинской диаспорой.

Возвращение государственного флага

Под Влияние Михаила Горбачева перестройки и гласности, отдельные советские республики усилили чувство национальной идентичности, что привело к краху Советского Союза в 1991 году. Это касалось трех прибалтийских государств и Западной Украины, которые были последними территориями, присоединенными к Советскому Союзу. Эти усилия сопровождались попытками восстановить соответствующие исторические национальные символы. В 1988 г. Верховный Совет Литовской ССР восстановил исторический герб Литвы в качестве государственного символа. Вскоре последовали парламенты Латвии и Эстонии.
События в странах Балтии вскоре привели к аналогичным процессам в Украине. В частности, Западная Украина и столица Украинской ССР Киев (Киев) постоянно проводили политические демонстрации с национальными желто-синими флагами, развевающимися над головами демонстрантов.
- 14 марта 1990 г. впервые после образования Советского Союза был поднят украинский флаг в небольшом городе Стрый.
- 20 марта 1990 г. городской совет Тернополя проголосовали за использование и восстановление желто-синего флага и тризуб, а также государственного гимна Ще не вмерла Украины. В тот же день желто-синий государственный флаг впервые за 80 лет был поднят на правительственном здании в Киеве, заменив тогдашний официальный красно-лазурный флаг Украинской ССР.
- 28 апреля 1990 г. областная рада Львова также разрешила использование государственной символики Украины на территории области.

Споры и критика флагов
Происхождение
Одна из заявленных версий состоит в том, что, поскольку одно из первых известных цветных изображений герба Киева было преимущественно желто-синим цвета, которые могут предполагать, что эта традиция сохранялась со времен нордико-славянского происхождения Владимира, Великого Конунга Киевского и ранее (Великий князь, после принятия византийского христианства). По крайней мере, когда шла Полтавская битва, казаки Мазепы сражались под желто-синими знаменами, а их шведские союзники — под желтыми.
На самом деле, сине-желтый окрас восходит к Киевской Руси, поскольку ранняя версия Тризуба, национального герба Украины, имела тот же цвет, что и печать Святослава I Киевского (ок. 945 год нашей эры).
Желто-синий против сине-желтого
Украинцы обычно называют флаг желтым и голубым (жовто-блакитний, жовто-блакитний) — разные версии флаг, использовавшийся в годы УНР (Украинская Народная Республика ) (1917–1921), с желтым вверху и синим внизу. Желтым цветом вверху изображены золотые купола (купола ) христианских церквей, а синим — река Днепр.
Следует отметить, что, хотя большинство украинцев идентифицируют свой флаг в разговорной речи как «желтый и голубой» (украинский : жовто-блакитний, жовто-блакитный), текущий флаг на самом деле это синий (верхняя полоса) и желтый (нижняя полоса). Проблема очень важна, потому что историческое изменение флага (с желто-синего на сине-желтый) не повлияло на разговорный язык. Еще в 1848 году флаг действительно был желто-синим, а позже он был изменен на сине-желтый, чтобы быть более привлекательным для обычных людей. Распространенное объяснение «голубого неба над желтым пшеничным полем» было изобретено примерно в то время, и, хотя это воспоминание об украинском пейзаже не имеет ничего общего с выбором цветов или историей первоначального желтого и синего цветов, оно определенно имеет сформировали представление украинцев об их флаге.
Глава Украинского геральдического общества Андрей Гречило указывает на то, что дискуссия о порядке цветов велась происходило еще в 1918 году. Тем не менее, оба правительства Украинской Народной Республики, а также Украинского государства определили, что верхняя половина будет светло-голубой, а нижняя — быть желтым. В 1918 году было принято во внимание, что голубой цвет теряет оттенок на солнце, поэтому было решено сделать цвет темнее.
Уже в проекте Конституции Украинской Народной Республики от 1918 года порядок цветов был определен как синий и желтый. Такой же порядок можно найти в законодательных актах Западно-Украинской Народной Республики от ноября 1918 года и Республики Карпатская Украина от 15 марта 1939 года. Спор о порядке цветов был происходящие и в украинской диаспоре. В 1949 году было решено, что до тех пор, пока на Украине не будет определен единый государственный флаг, диаспора будет использовать сине-желтое знамя.
Попытки возродить советские флаги
На 21 апреля 2011 года Верховная Рада приняла закон, разрешающий поднять Знамя Победы в День Победы. Нынешнее Знамя Победы было принято в России еще в 2007 году. 20 мая 2011 года закон подписал Президент Украины Виктор Янукович. 17 июня 2011 года Конституционный Суд Украины признал закон неконституционным и предложил парламенту внести необходимые изменения в Конституцию Украины. 9 апреля 2015 года украинский парламент принял закон о декоммунизации, запрещающий пропаганду символов «коммунистических и национал-социалистических тоталитарных режимов ». С этого момента советские символы, такие как Знамя Победы, разрешены только в том случае, если они находятся на кладбище.
Флаг главы государства
На протяжении всей истории Украины, различные главы государства использовали разные флаги. Рисунки различаются в зависимости от исторической эпохи, в которой они использовались, и в соответствии с политической сценой в Украине того времени. Флаг Украи́ны (укр. Прапор України) — официальный государственный символ Украины (наряду с гербом и гимном)[1], а также один из национальных символов украинцев[2].
Представляет собой прямоугольное полотнище из двух равновеликих горизонтальных полос[1]: верхней — синего и нижней — жёлтого цвета. Отношение ширины флага к его длине 2:3.
История
Одним из первых задокументированных случаев использования жёлтого и синего цветов был герб Львовской земли. В Грюнвальдской битве 1410 года против крестоносцев сражались и подразделения, сформированные на землях, входящих в современную Украину. Среди них находилась и хоругвь «Леопольская» (то есть Львовская), на которой был изображён «жёлтый лев, восходящий как бы на скалу, на лазурном поле» — так описал его польский историк Ян Длугош в труде «Грюнвальдская битва». Это первое упоминание цветов герба Львовской земли[3].
Жёлто-синее сочетание, как флага современной Украины, имеет более позднее происхождение и связано с пожалованием в 1708 году шведским королём Карлом XII гетману Ивану Степановичу Мазепе права употреблять в качестве значков (то есть узких флажков) на пиках казачьих отрядов, прибывших в белорусскую ставку Карла XII в Горки, цвета шведского военного флага — жёлтый и светло-синий. Под этим «национальными» цветами отряд Мазепы сражался против армии Петра I в Полтавской битве, под ним же остатки мазеповцев, всего около 700 человек, ушли в первую украинскую политическую эмиграцию в Бендеры, находившиеся в то время под владычеством Османской империи, где он и умер в 1709 году[4].
В XVI—XVII веках запорожские казаки использовали хоругви разных цветов, однако с XVIII века стали использовать в основном жёлто-голубые[2]. А ордером гетмана Кирила Разумовского от 18 сентября 1755 года вводилось обязательное изображение на одной из сторон полковых и сотенных флагов казака с мушкетом — герба Войска Запорожского, при этом на другой стороне изображался герб сотни или полка. Некоторые знатные казаки имели двухцветные гербы[5].
В Войске Запорожском Низовом (Запорожской Сечи) с XVII века в качестве главного знамени использовали большую сечевую хоругвь. На лицевой стороне красного полотнища хоругви изображался белый крест, золотые солнце, полумесяц и звёзды, а на оборотной — Архангел Михаил[6].

Некоторые исследователи считают отправной точкой развития нынешнего национального флага Украины 1848 год, когда во время революции в Австрийской империи Главной русской Радой во Львове впервые был использован жёлто-синий флаг[8].
Однако, ещё в 1803 году императором Александром І Черноморскому казачьему войску, сформированному в 1787 году из частей Войска верных запорожцев, основу которого составляли прежние запорожские казаки, были пожалованы два знамени жёлто-синего и сине-жёлтого цветов.
Независимость в 1917—1920 годах[9]
7 (20) ноября 1917 года Центральная рада провозгласила создание Украинской Народной Республики (УНР) . Но государственная символика — флаг и герб не была утверждена. Лишь 14 (27) января 1918 года Центральная рада издала закон о флагах флота. Флагом военного флота стал голубо-жёлтый двуцвет, в крыже на голубом поле изображался золотой трезубец с белым внутренним полем.

В декабре 1917 года в Харькове образовалось революционное правительство Советской Украины, которое не признало Центральную Раду и, соответственно, УНР. На I съезде Советов Украины 11—12 декабря 1917 года был избран Центральный Исполнительный Комитет УНР и была провозглашена Украинская Народная Республика Советов рабочих, крестьянских, солдатских и казачьих депутатов, флагом которой стало красное полотнище с национальным жёлто-голубым биколором в крыже (точный порядок цветов неизвестен). Первоначально она тоже носила официальное название Украинская Народная Республика. Позднее (в том числе, чтобы не путать с «несоциалистической» Украинской Народной Республикой) в ряде документов того времени именовалась также Советской Украинской Народной Республикой, Украинской Народной Советской Республикой и Украинской Народной Социалистической Республикой (укр. Українська Народна Соціалістична Республіка)[11] — УНСР.
17—19 марта 1918 года Вторым Всеукраинским съездом Советов все советские образования и силы на территории Украины были подчинены Народному секретариату Украины, а Украина была провозглашена независимой советской республикой[12]. Однако к апрелю 1918 года в связи с наступлением немецких оккупационных войск Украинская Советская Республика перестала существовать.
22 марта 1918 года Центральная рада в Киеве утвердила рисунок государственного герба. Раньше ошибочно предполагалось, что тогда же утвердили и государственный флаг УНР (жёлто-синее (жёлтое — сверху) полотнище)[13]. Якобы такое расположение цветов было принято по настоянию М. Грушевского, в соответствии с правилами немецкой геральдики (согласно которым на флаге сверху располагали цвет гербовой фигуры, а снизу — цвет поля)[14]. Однако исследования архивных материалов подтвердили, что такого решения 22 марта не было, и флагом УНР остался сине-жёлтый[15].
В последующем, в связи с оккупацией по Брест-Литовскому договору Украины Германией и осуществлённым немецкими оккупационными войсками разгоном Центральной рады, в ходе организованного правой офицерской политической организацией «Украинское народное сообщество» (укр. Українська народна громада) и одобренного командованием немецкой группы войск на Украине государственного переворота, 2 мая 1918 года была провозглашена новая форма государственного устройства на территориях, подконтрольных УНР: «Гетманат», под руководством гетмана Павла Скоропадского, официально «Украинская держава».
Официальным флагом новой Украинской державы остался флаг с таким порядком полос: сверху располагалась синяя, внизу — жёлтая.
Однако, и правление гетмана П. Скоропадского было не слишком долгим. В декабре 1918 года, в результате восстания против Гетманата, была восстановлена Украинская Народная Республика, правительством которой стала Директория под руководством Симона Петлюры. Символами государства сохранились герб-тризуб и сине-жёлтый флаг.
22 января 1919 года в Киеве был провозглашён акт соборности Украины, то есть объединение УНР и Западно-Украинской Народной Республики. В проекте Конституции УНР, разработанной всеукраинской национальным советом в Каменце-Подольском в 1920 году, отмечалось, что государственными цветами Украинского государства являются синий и жёлтый.
Советская Украина: 1919—1991
10 марта 1919 г. в Харькове собрался III съезд Советов Украины, объявившего о создании Украинской Социалистической Советской Республики. 10 марта была также утверждена первая Конституция Украинской ССР, окончательная редакция которой была принята Всеукраинским Центральным Исполнительным Комитетом на заседании 14 марта 1919 года, которая установила (практически, буквально повторила описание торгового, морского и военного флага РСФСР в Конституции РСФСР 1918 года):
Статья 35. Торговый, морской и военный флаг У. С. С. Р. состоит из полотнища красного (алого) цвета, в левом углу которого у древка, наверху, помещены золотые буквы У. С. С. Р. или надпись Украинская Социалистическая Советская Республика.
15 января 1923 года в Постановлении Президиума ВУЦИК об утверждении флагов, герба и печати Республики был впервые опубликован образец указанного флага.

В 1927 году Административным Кодексом УССР было установлено:
…на государственном флаге УССР текст словесных обозначений следует наносить украинским языком, а в национально-территориальных образованиях разрешается делать обозначения на государственном флаге УССР на украинском языке и на языке национального меньшинства.

Официально это было закреплено Конституцией 1929 года (разд.5, ст. 81). Кроме того, Конституцией всё ещё разрешалось использовать на флаге полное название республики на украинском языке вместо аббревиатуры.
Конституцией УССР от 30 января 1937 года было изменено наименование республики — на Украинская Советская Социалистическая Республика, а также было изменено описание флага: помимо изменения украинской аббревиатуры на «УРСР», соответствующую новому названию и без точек, на флаг было добавлено изображение серпа и молота, которое сначала изображалось под аббревиатурой, а позднее — над ней.
В 1947 году было решено, что советским республикам, включая УССР, следует принять флаги нового дизайна — отражающие идею союзного советского государства[17]. Новый украинский флаг был принят указом Президиума Верховного совета УССР от 21 ноября 1949 года и состоял из красной (вверху, 2/3) и лазурной (синей) (внизу, 1/3) полос, с золотой звездой, серпом и молотом в верхнем левом углу.
Вторая мировая война
В течение 1941—1942 годов оккупационная администрация попустительски относилась к использованию украинской символики органами местного самоуправления и полицейскими частями, хотя эта символика никогда не имела официального статуса. Жёлтый цвет на флаге, как правило, располагался сверху[18][19], причём такое расположение практиковали сторонники мельниковской фракции ОУН — бандеровская фракция располагала синий цвет сверху[20]. Начиная с середины 1942 г. на местах начинают вводить запреты на использование украинской символики.
Украинский флаг также использовался националистическими партизанскими вооружёнными формированиями, в частности, Украинской повстанческой армией, выступавшей под сине-жёлтыми знамёнами.
Возвращение национального флага
В официальное использование флаг был введён 18 сентября 1991 года постановлением Президиума Верховного совета Украины[21], которым позволялось его использование для всех протокольных случаев. С этого момента национальный флаг использовался вместо флага УССР во всех случаях, требовавших использование государственного флага.
28 января 1992 года Верховная рада Украины приняла закон о Государственном флаге Украины, которым национальный флаг утверждался в качестве государственного.
Согласно интерпретации 1918 года, жёлтый цвет символизирует пшеничные поля, а синий — ясное небо над ними[22]. Среди флагов славянских стран только украинский и боснийский не имеют красного цвета.
День государственного флага Украины
День государственного флага Украины отмечается 23 августа каждого года. Он был утверждён в 2004 году указом президента Украины Леонида Кучмы.

Критика
Украинская символика никогда не была предметом изучения на Украине. Она складывалась случайно и эпизодически, причём в наиболее критические моменты украинской истории, когда в ней неожиданно возникала чисто политическая потребность. В такие периоды не было ни времени, ни желания в кропотливом изучении данного вопроса и материал поставлялся и разрабатывался чаще всего просто иммигрантскими и политическими кругами, а на беспристрастными историками и геральдистами. В результате можно констатировать, что украинская символика существует, как особая, в отличие от европейской, польской и русской эмблематики и геральдики. Наглядно это проявляется в символике цвета флага Украины, которая имеет отличие от международных принятых цветов в геральдике: лазурь (голубой) и золото (жёлтый).[источник?]
Главные национальные украинские цвета флага — это жёлтый и голубой, цвета лишены своего регионального значения и трактуется только как говорящая эмблема. Они считаются государственными (державными) и употребляются чаще всего в сочетании. Согласно интерпретации 1918 года, жёлтый цвет символизирует пшеничные поля, а синий — ясное небо над ними[22]. Национальным цветом считается синий (тёмно-синий), который употребляется отдельно. Синий цвет употребляется в украинской символике с середины XVII века, как гетманский, по аналогии с государственным цветом молдавских господарей, не имевших право, как вассалы турецкого султана употреблять красный (червлень) региональный цвет земель на протяжении многих лет зависимых от различных стран и их правителей (Речи Посполитой, Польши, Российской империи, Австро-Венгрии, Турции)[4]. Среди флагов славянских стран только украинский и боснийский не имеют красного цвета.

Госуда́рственный флаг Украи́ны — её официальный государственный символ (наряду с гербом и гимном).
В настоящее время представляет собой прямоугольное полотнище из двух равновеликих горизонтальных полос: верхней — синего и нижней — жёлтого цвета. Отношение ширины флага к его длине 2:3.[1]

История
Первым[уточнить] задокументированным[уточнить] использованием жёлтого и синего цветов был герб Галиции[уточнить].[источник не указан 214 дней] В Грюнвальдской битве 1410 года против крестоносцев сражались и подразделения, сформированные на землях входящих в современную Украину. Среди них находилась и хоругвь «Леопольская» (то есть Львовская), на которой был изображён «жёлтый лев, восходящий как бы на скалу, на лазурном поле» — так описал его польский историк Я. Длугош в труде «Грюнвальдская битва». Это первое упоминание цветов герба Львовской земли.[6]
В XVI—XVII веках в Войске Запорожском (Гетманщине) использовали хоругви разных цветов, однако, с XVIII века стали использовать, в основном, жёлто-голубые.[7] А ордером гетмана Кирила Разумовского от 18 сентября 1755 года вводилось обязательное изображение на одной из сторон полковых и сотенных флагов казака с мушкетом — герба Войска Запорожского, при этом на другой стороне изображался герб сотни или полка[8].
В Войске Запорожском Низовом (Запорожской Сечи) с XVII века в качестве главного знамени использовали большую сечевую хоругвь. На лицевой стороне красного полотнища хоругви изображался белый крест, золотые солнце, полумесяц и звезды, а на оборотной — Архангел Михаил.[8]

Некоторые исследователи считают отправной точкой развития нынешнего национального флага Украины 1848 год, когда во время революции в Австрийской империи Главной русской радой во Львове впервые был использован жёлто-синий флаг.[10][11]
Однако, еще в 1803 году императором Александром І Черноморскому казачьему войску, сформированному в 1787 году из частей Войска верных запорожцев, основу которого составляли прежние запорожские казаки, были пожалованы[3] два знамени желто-синего и сине-желтого цвета.
Независимость в 1917—1920 годах[12]
Среди украинских эмигрантов[уточнить] были сторонники, как сине-жёлтого варианта, так и жёлто-синего[уточнить]. В конце концов, было решено[уточнить] использовать голубо-жёлтый, пока проблема не будет решена в независимой Украине.[источник не указан 224 дня]
Оба флага, сине-жёлтый и жёлто-синий, широко использовались в ходе украинской борьбы за независимость в 1917-1920 гг.[источник не указан 224 дня]
22 ноября 1917 г. Центральная Рада провозгласила создание Украинской Народной Республики (УНР) в составе России. Но государственная символика — флаг и герб не была утверждена. Лишь 14 января 1918 г. Центральная Рада издала закон о флагах флота. Флагом военного флота стал сине-желтый двуцвет, в крыже на синем поле изображался золотой трезубец с белым внутренним полем.
В декабре 1917 г. в Харькове образовалось революционное правительство Советской Украины, которое не признало Центральную Раду и, соответственно, УНР. На I съезде Советов Украины 11-12 декабря 1917 г. был избран Центральный Исполнительный Комитет УНР и была провозглашена Украинская Народная Республика Советов рабочих, крестьянских, солдатских и казачьих депутатов, флагом которой стало красное полотнище с национальным желто-синим биколором в крыже. Первоначально она тоже носила официальное название — Украинская Народная Республика. Позднее (в том числе, чтобы не путать с «несоциалистической» Украинской Народной Республикой), в ряде документов того времени именовалась также Советской Украинской Народной Республикой, Украинской Народной Советской Республикой[5] и Украинской Народной Социалистической Республикой (укр. Українська Народна Соціалістична Республіка)[13] — УНСР.
17—19 марта 1918 года все советские республики на территории Украины, в числе которых были:
- Украинская Народная Республика Советов (на территории восточной Украины),
- Донецко-Криворожская советская республика,
- Одесская Советская Республика,
- Советская Социалистическая Республика Тавриды (позже Крымская Советская Социалистическая Республика)
— объединились в Украинскую Советскую Республику со столицей в Харькове и революционным правительством — Народным Секретариатом, символом которой был простой красный флаг. Украинская Советская Республика входила в состав РСФСР, которая провозглашалась как федерация Советских национальных республик. Однако, к апрелю 1918 года, в связи с наступлением немецких оккупационных войск, Украинская Советская Республика перестала существовать.
22 марта 1918 г. Центральная Рада в Киеве утвердила государственный флаг УНР — жёлто-синее (жёлтое — сверху) полотнище.[14] Такое расположение цветов было принято по настоянию М. Грушевского, в соответствии с правилами немецкой геральдики (согласно которым на флаге сверху располагали цвет гербовой фигуры, а снизу — цвет поля)[источник не указан 214 дней]. В последующем, в связи с оккупацией по Брест-Литовскому договору Украины Германией и осуществлённым немецкими оккупационными войсками разгоном Центральной рады, в ходе организованного правой офицерской политической организацией «Украинское народное сообщество» (укр. Українська народна громада) и одобренного командованием немецкой группы войск на Украине государственного переворота, 2 мая 1918 г. была провозглашена новая форма государственного устройства на территориях, подконтрольных УНР: «Гетманат», под руководством гетмана Павла Скоропадского, официально «Украинская Держава».
Официальным флагом новой Украинской Державы стал флаг с измененным порядком полос на государственном флаге: сверху стали располагать синюю.
Однако, и правление гетмана П.Скоропадского было не слишком долгим. В декабре 1918 г., в результате восстания против Гетманата, была восстановлена Украинская Народная Республика, правительством которой стала Директория под руководством Симона Петлюры. Символами государства сохранились герб-трезубец и сине-жёлтый флаг, который немного изменил цвет — на голубо-жёлтый.
22 января 1919 г. в Киеве был провозглашен Акт соборности Украины, то есть объединение УНР и Западно-Украинской Народной Республики. В проекте Конституции УНР, разработанной всеукраинской национальным советом в Каменце-Подольском в 1920 г., отмечалось, что государственными цветами Украинского государства являются синий и желтый.
Советская Украина: 1919—1991
10 марта 1919 г. в Харькове собрался III съезд Советов Украины, объявившего о создании Украинской Социалистической Советской Республики. 10 марта была также утверждена первая Конституция Украинской ССР, окончательная редакция которой была принята Всеукраинским Центральным Исполнительным Комитетом на заседании 14 марта 1919 года, которая установила (практически, буквально повторила описание торгового, морского и военного флага РСФСР в Конституции РСФСР 1918 года):
Статья 35. Торговый, морской и военный флаг У. С. С. Р. состоит из полотнища красного (алого) цвета, в левом углу которого у древка, наверху, помещены золотые буквы У. С. С. Р. или надпись Украинская Социалистическая Советская Республика.

15 января 1923 г. в Постановлении Президиума ВУЦИК об утверждении флагов, герба и печати Республики был впервые опубликован образец указанного флага.[5]
В 1927 г. Административным Кодексом УССР было установлено:
…на государственном флаге УССР текст словесных обозначений следует наносить украинским языком, а в национально-территориальных образованиях разрешается делать обозначения на государственном флаге УССР на украинском языке и на языке национального меньшинства.

Официально это было закреплено Конституцией 1929 года (разд.5, ст. 81). Кроме того, Конституцией все еще разрешалось использовать на флаге полное название республики на украинском языке вместо аббревиатуры.
Конституцией УССР от 30 января 1937 года было изменено наименование республики — на Украинская Советская Социалистическая Республика, а также было изменено описание флага: помимо изменения украинской аббревиатуры на «УРСР», соответствующую новому названию и без точек, на флаг было добавлено изображение серпа и молота, которое сперва изображалось под аббревиатурой, а позднее — над ней.
В 1947 году было решено, что советским республикам, включая УССР, следует принять флаги нового дизайна — отражающие идею союзного советского государства.[16] Новый украинский флаг был принят указом Президиума Верховного совета УССР от 21 ноября 1949 года и состоял из красной (вверху, 2/3) и лазурной (синей) (внизу, 1/3) полос, с золотой звездой, серпом и молотом в верхнем левом углу.[5]
Рейхскомиссариат Украина
В течение 1941—1942 гг. оккупационная администрация попустительски относилась к использованию украинской символики органами местного самоуправления и полицейскими частями, хотя эта символика никогда не имела официального статуса. Жёлтый цвет на флаге, как правило, располагался сверху[17]. Начиная с середины 1942 г. на местах начинают вводить запреты на использование украинской символики.
Украинский флаг также использовался националистическими партизанскими вооружёнными формированиями.

Под влиянием Перестройки Михаила Горбачёва в отдельных советских республиках активизировались национальные движения, что привело к распаду СССР и принятию (часто восстановлению) национальных флагов, отражающих традиционную символику.
Согласно популярной современной интерпретации, жёлтый цвет символизирует пшеничные поля, а синий — ясное небо над ними. Среди флагов славянских стран только украинский и боснийский не имеют красного цвета.
Следует отметить, что, хотя в украинском языке существует устойчивое выражение «жовто-блакитний прапор» (в пер. с укр. «жёлто-голубой флаг»), в нынешнем варианте флаг состоит из синей верхней половины и жёлтой нижней.
