Fallout Shelter is a free-to-play construction and management simulation video game developed by Bethesda Game Studios, with assistance by Behaviour Interactive, and published by Bethesda Softworks. Part of the Fallout series, it was released worldwide for iOS devices in June 2015, for Android devices in August 2015, for Microsoft Windows in July 2016, for Xbox One in February 2017, and for PlayStation 4 and Nintendo Switch in June 2018. The game is also available on Tesla vehicles. The game tasks the player with building and effectively managing their own Vault, a fallout shelter.
Upon release, Fallout Shelter received mostly positive reviews. Critics enjoyed the game’s extension of the Fallout universe, the core gameplay, and its visual style. Common criticisms included the game’s lack of depth, its use of unnecessary microtransactions, and its lack of an ending. The game grossed US$5.1 million (equivalent to about $5.8M in 2021) in microtransaction sales in the first two weeks after its release.
The original Fallout Shelter is a single-player experience, but a multiplayer board game adaptation of the game was released in late 2020.[1]
Gameplay[edit]
Ant farm view. Vault resources are shown along the top of the screen. A notification appears when a room produces resources.
In Fallout Shelter, players build and manage their own Vault as an Overseer – the leader and coordinator of their Vault. Players guide and direct the citizens of the Vault, known as dwellers, and need to keep them happy through meeting their needs such as power, food, and water.[2][3] They rescue dwellers from the wasteland and assign them to different resource-generating buildings in the Vault, using the SPECIAL statistics system from the other Fallout games. Each character’s SPECIAL profile affects their ability to generate different resources,[4] and their statistics can be increased by training them in rooms devoted to each stat.[5] The dwellers can level up over time, increasing their health, and can be given new items and weapons to help with various tasks.[2] The number of dwellers can be increased by waiting for new dwellers from the wasteland to arrive or by pairing a male and a female dweller in living quarters to produce babies.[3][4]
Balancing resources such as food, water, and power is an important aspect of the game.[3] Many different rooms can be built in the Vault, providing different items or stat bonuses. Players are not required to spend money in order to accelerate long timers or processes,[3][6] instead having the option to rush the room at the risk of triggering an incident – such as fires or «radroach» infestations.[6][7] Players are sometimes rewarded with lunchboxes that contain cards, that could give you items, resources or dwellers, which can be purchased separately through microtransactions.[3][6][8][9]
Development and release[edit]
In a 2009 interview with Engadget, while talking about a possible Fallout game for iOS, Bethesda’s Todd Howard said that the world of Fallout was «unique enough that it could translate to any platform», revealing that several designs of an iOS Fallout game were pitched and rejected.[10] On November 5, 2009 John Carmack, who at that time worked for id Software, said that while it was nothing official yet, he had an internal proof of concept made for a Fallout iPhone game. Carmack said that he would likely be personally involved in making the game, although at the time he was working on other projects. He added that «at the very least I’m going to be providing code.»[11]
Fallout Shelter was announced by Bethesda during its press conference at the Electronic Entertainment Expo on June 14, 2015, where it was confirmed the game is a free-to-play title that would be released for iOS the same day.[2] It was developed in a partnership with Behaviour Interactive,[12] and was built using the Unity game engine.[13] The game was also released for Android devices on August 13, 2015.[14]
According to Pete Hines, vice president of Bethesda, the game is inspired by other video games like Little Computer People, Progress Quest, XCOM, SimCity and FTL: Faster Than Light.[15][16]
Updates and ports[edit]
On June 30, 2015, the game added a character from Fallout 4 as a dweller for the first time. Preston Garvey, the leader of Commonwealth Minutemen, was added as a reward available from lunchboxes, along with his Laser Musket weapon, which can be equipped by other Vault dwellers.[17][18] On July 10, 2015, the game received its first update which fixed some problems while adding a new «Photo Mode» feature that allows players to capture and share images of their Vault.[19] On August 13, a major update was launched for the iOS version, alongside the release of the Android version, adding mole rats and deathclaws as new enemies. It also added a new feature where raiders would also steal caps, instead of only stealing resources as before, and a robot butler named «Mister Handy», only available through lunchboxes.[20][21]
On October 15, the game received update 1.2 that added cloud saving, survival mode, Russian language support and Piper, a character from Fallout 4 available only for iOS version through lunchboxes. The update added a statistics page, ability to skip tutorial and a new gameplay feature where dwellers can loot equipment from dead raiders.[22][23][24] Later in October, the game received a Halloween-themed update that added room decorations and outfits. The update removed the limit introduced in the previous update on number of dwellers that can be sent to explore the Wasteland.[25]
On November 22, the game received a Thanksgiving-themed update. The update added outfits and decorations.[26][27] On December 10, the game received update 1.3 which added new features like pets including Dogmeat, ability to evict Vault dwellers, a sell all function for clearing out the inventory at once and new pickup lines and conversations for Vault dwellers. The update also added snow and Christmas-themed decorations.[28][29]
In March 2016, update 1.4 was released which added a crafting system, rooms, a card in lunchboxes containing junk used in crafting, pets and a barbershop.[30] Update 1.5 was released in April 2016, adding customization options for Vault dwellers along with the ability to scrap unwanted items and support for 3D Touch.[31] Update 1.6 was released on July 14, 2016, adding a quest system, two new enemies (Feral Ghouls and Radscorpions) and two items in the shop. Additionally, the combat system was tweaked in the update.[32]
Update 1.6, along with the PC version of the game, was announced at Bethesda’s press conference before Electronic Entertainment Expo 2016 held on June 12, 2016. Both of them were revealed to be coming in July.[33] The PC version was released on the Bethesda.net platform alongside the update on July 14.[34]
Bethesda released an Xbox One version of Fallout Shelter on February 7, 2017; the title supports Xbox Play Anywhere, allowing synchronizing of data and achievements for users with Windows 10.[35][36]
On March 28, 2017, Bethesda released the PC version of the game on Steam.[37]
During the Bethesda E3 2018 Showcase on June 10, 2018, the game was announced and later released that day for the PlayStation 4 and Nintendo Switch platforms, making it the very first game in the Fallout series to be available on a Nintendo platform,[38] not counting the Fallout pinball adaptation that was released as part of the Bethesda Pinball collection in late 2016 for Zen Pinball 2, which was available on the Wii U.
In May 2020, Fallout Shelter was added to Tesla vehicles for in-car play while vehicle is in Park.[39]
Lawsuit[edit]
On June 21, 2018, Bethesda Softworks LLC sued Warner Bros. Entertainment and Behaviour Interactive Inc. over Westworld, an Android/iOS mobile game based on the science fiction/thriller TV series & franchise Westworld, alleging that the game is a «blatant rip-off» of Fallout Shelter.[40]
In a suit filed in a Maryland U.S. District Court, Bethesda alleges that Westworld — developed by Behaviour — «has the same or highly similar game design, art style, animations, features and other gameplay elements» as Fallout Shelter and Westworld illegally «uses the same copyrighted computer code» as Fallout Shelter.[41] Bethesda sued for copyright infringement, breach of contract and misappropriating trade secrets, seeking a jury trial and damages.[42] By January 2019, Bethesda announced it had reached an agreement with Warner Bros. and Behavior with undisclosed terms, halting its lawsuit against them.[43]
On January 15, 2019, Westworld was removed from Google Play and Apple stores. An in-game announcement stated that only existing players could continue playing until April 16, 2019, when the game would be taken offline.[44]
Reception[edit]
Fallout Shelter received «mixed» reviews, according to video game review aggregator Metacritic.[45][46][47]
Reviewers generally enjoyed the gameplay, though criticized its lack of depth. Harry Slater from Pocket Gamer stated, «It’s not exactly the most exciting post-apocalyptic game out there, but if casual is your bag there’s a lot to like here.»[55] Chris Carter from Destructoid wrote, «I don’t want to play it every day forever and ever, but it’s definitely worth the time I invested in it.»[48] Justin Davis of IGN remarked «Fallout Shelter is desperately in need of a set of endgame goals or resource sinks to look forward to.»[52]
The visuals also gained some praise. Daniel Tack of Game Informer summarized the visuals as «flavorful in the iconic Vault Boy aesthetic.»[49] Chris Carter remarked that «visually, Fallout Shelter is far more impressive than most resource-management games on the market».[48] Jason Faulkner of Gamezebo found the graphics «impressive», writing «not only are the cute little Vault dwellers presented in sharp, Fallout-faithful style, but the vault itself is quite stunning.»[54]
Reviewers had mixed opinions about the game’s inclusion of microtransactions. Jeb Haught of Game Revolution opined, «when I add the micro-transaction advantage to the post apocalyptic mix, the result puts a sour taste in my mouth».[50] Daniel Tack claimed that «the cash shop option in this free-to-play game is completely unobtrusive and unnecessary».[49] In contrast, Justin Davis says that «virtually every other gameplay element must be earned the old-fashioned mobile way – by just waiting around.»[52]
Fallout Shelter became the most popular free iOS application in the U.S. and UK within a day of its release,[57] and the most popular iOS game on June 26, 2015.[58] By June 12, 2016, Fallout Shelter had over 50 million players.[59] Studio director Todd Howard estimated they had 75 million players by February 2017. By June 2019 the game was downloaded more than 150 million times.[60] By June 2020 the game was downloaded more than 170 million times.[61] Because of Fallout Shelter‘s success, the studio has been working on a second mobile title.[62]
Revenue[edit]
On the day of its release, Fallout Shelter became the third-highest-grossing game in the iOS App Store.[57] By July 16, 2015, two weeks after release, the game earned $5.1 million (equivalent to about $5.8M in 2021) in microtransaction sales.[63] The game grossed $100 million in lifetime revenue by June 2019.[64]

Fallout Shelter is a free-to-play installment in the Fallout series for iOS, Android, Xbox One, PS4, Nintendo Switch, Windows, and Tesla Arcade, which was announced at Bethesda’s E3 2015 press conference on June 14, 2015. The game was released on the iOS App Store the same day, after the conference ended. The game allows the player to create their own vault and thereby become an overseer of its inhabitants. It is the seventh overall game in the Fallout series.
On October 11, 2022, as part of the Fallout 25th Anniversary, the mobile version of the game received a content update for the first time in over four years. The content update has a new quest line featuring new enemies, more weapons and Dwellers, and a new celebration room theme. There are no announcements for this content update to be added to the other versions.
A sequel, Fallout Shelter Online, was released in 2019.
Gameplay
Fallout Shelter is a simulation game in which the player runs a Vault-Tec Corporation vault as the overseer. As the overseer, one controls all of the vault’s functions including: power, food, water and the number of vault dwellers. To advance through the simulation one needs to increase the size of the vault by adding and upgrading new rooms, each with their own function and then adding dwellers to run each room.
The Vault Door
Vault rooms
Fallout Shelter contains 23 buildable rooms that are unlocked by increasing the number of vault dwellers. All rooms can have a limited number of dwellers assigned to it and each production room requires at least one dweller to run it. Each room built begins at tier one and can be upgraded with caps as far as tier three.
Each room requires a specific SPECIAL skill to run at its maximum efficiency. With production rooms, such as a power generator, it will produce and hold more power when upgraded but will take longer to produce unless more efficient dwellers are assigned there. Rooms can also be merged by placing an identical room next to it.
Merged rooms are larger and take longer to produce supplies and cost more to upgrade, but are also more efficient. Rooms must also be of the same tier level to merge and will merge automatically when built next to each other.
Dwellers
Vault dwellers are an essential part of the game and are required for: operating production rooms, reproducing, protecting the vault from raider and deathclaw attacks and scavenging the wasteland. To increase the vault dweller population, one can wait for them to show up at random, mate two dwellers, get them from lunchboxes, or produce a radio studio.
Each dweller will spawn with only a vault jumpsuit and their fists for a weapon. Basic dwellers start at Level 1 and can be upgraded up to Level 50 through working, preventing hazards and scavenging. Whenever a dweller levels up a number of caps are gained equal to their new level. All dwellers have their own individual S.P.E.C.I.A.L. attributes and are most commonly set between 1 and 3. SPECIAL attributes can also be boosted with SPECIAL rooms such as classrooms or armories.
Vault dwellers can also be acquired with additional levels, attributes, outfits and weapons if acquired through lunchboxes or exploring the wasteland. Many of the dwellers, weapons, outfits, and pets are featured from other Fallout games, most noticeably Fallout 3 and Fallout 4.
Putting two dwellers with the same surname in the living rooms or any of its upgrades will trigger a conversation between the characters citing «Nothing like hanging out at home with my family.» Automated surnames of children are of their parent of the opposite gender, female offspring will follow the last name of the father, male offspring will follow the last name of the mother.
Wasteland
One can send up to 25 dwellers to explore the wasteland to obtain extra armor, weapons, and caps. Dwellers will come across locations from Fallout 4 seen in the explorer’s update logs. One can direct a dweller through the building to fight, explore and collect items to bring back to the vault. After returning, one can collect all the things discovered by the dweller in the wasteland. One can equip the dweller with stimpaks and RadAway from one’s stock at the start of exploration. Also, a dweller will automatically return to the vault if they have collected 100 items.
Lunchboxes
Lunchboxes are awarded upon completion of certain game objectives and are also available for purchase via micropayments. Each lunchbox allows the player to attain five cards, each card then allows players to attain either dwellers, weapons, outfits or resources. Though the in-game description states that «Each lunchbox is guaranteed to either have a dweller or a rare item and a guaranteed junk,» +500 caps are also categorized as a rare item. Players could also obtain Common, Rare and/or Legendary dwellers through lunchboxes.
Item crafting
Junks and recipes can be collected from the wasteland or from lunchboxes, which can be used for crafting weapons and outfits via a weapon workshop and outfit workshop. By paying caps and junk, one can assemble items in the workshop. The duration of crafting varies. Some weapons and outfits can only be obtained via crafting. Each item will require different pieces of junk of varying rarity. Recipes may also need to be found to make certain items and better equipment requires rarer junk.
Mysterious Stranger
Occasionally the Fallout Shelter version of the Mysterious Stranger jingle will play to signify that the Mysterious Stranger has appeared somewhere in the vault, clicking on him within the short amount of time he is visible for results in a random amount of caps being given, sometimes a very large amount (possibly up to 5286). The vanishing jingle plays when he leaves. If the sound is turned off but vibrations are left on, a double vibration will indicate his arrival and a single vibration will indicate his departure.
If the sound is on, the tone will increase in volume as the screen centers on the Mysterious Stranger. If during the jingle, the player scans across the vault, it’s possible to home in on his location via ‘sonar’. If the player zooms all the way out (requires HD Zoom Out to be turned off), all dwellers, pets, and the Mysterious Stranger will be in front of all walls and/or obstacles, making it much easier to find him.
Development history
During development, the game was codenamed «Underground.»[5] According to lead developer Todd Howard, several early designs had been pitched and rejected.[6] On November 5, 2009, John Carmack of Id Software said that, while it was nothing official yet, he had an internal proof of concept made for a Fallout iPhone game. Both Carmack and Bethesda’s Todd Howard are fans of the platform and any iPhone game based on Bethesda’s IP will likely be made as a joint project between id and Bethesda.[7] Carmack said that he will likely be personally involved in making the game, although currently he is too overloaded with work on other games. «At the very least I’m going to be providing code,» he said.[8]
The game was a surprise release on June 14, 2015, during Bethesda’s first E3 conference. It was announced at QuakeCon 2015 that the Android version would be released on August 13, 2015.[1] It featured new game updates, including the Mister Handy robot as an all new premium reward. Mister Handy can collect resources, be sent into the wasteland to collect loot, and serve as a defender of the vault against creatures and disasters, including all new deathclaw and mole rat infestations.
The game was made available for PC on July 14, 2016, and at first required the Bethesda.net launcher[9] to play.[10] The game was also made available for Xbox One on February 7, 2017, with cross-platform compatibility between Windows 10 and Xbox One. The biggest new feature for the game was the introduction of achievements, which can be obtained through completing the requirements for the achievement.
The game was released on Steam on March 29, 2017, with the same achievements as the ones that can be found on the Xbox version. Fallout Shelter surpassed 100 million users across phones, tablets, PC and Xbox One on September 14, 2017.[11]
Todd Howard announced at E3 on June 10, 2018, that the game had just been released for PlayStation 4 and Nintendo Switch,[3] making it available on all major consoles at the time. As of June 2019, the game has grossed over $100,000,000.00 in revenue.[12] On June 11, 2018, Fallout Shelter was released on PlayStation 4 and Nintendo Switch, and on May 20, 2020, Fallout Shelter was released on Tesla in-car entertainment system. In 2019, Bethesda announced plans for a «Fallout Shelter Online,» which went on a beta testing period limited only to China. The game released further outside China to other Asian and Oceanic nations in 2020.
Reception
Fallout Shelter received a Metacritic rating of 63/100 on PC, 61/100 on Nintendo Switch, and 71/100 on iOS.[13][14][15] The game was awarded the 2016 D.I.C.E. Mobile Game of the Year and was nominated for the 2016 D.I.C.E. Strategy/Simulation Game of the Year.[16] The game was nominated for 2015 Best of E3 Handheld/Mobile Game as well as nominated for the 2016 NAVGTR Award for Best Game, Simulation.[16]
In 2018, Bethesda Softworks sued Behaviour Interactive and Warner Bros for copyright infringement and breach of contract, claiming that Warner Bros had released a similar Westworld themed game based on pre-release Fallout Shelter code.[5] This copyright infringement included the released Westworld product expressing bugs that were removed prior to Fallout Shelter‘s release and cite similarities in mechanics, animation and user design.

Fallout Shelter
- энергии — прекращает производство жизненно важных продуктов;
- пищи — со временем ведёт к гибели жителей;

What is the fallout shelter for the climate crisis?
Fallout shelter for the climate crisis, I would say, looks something like this, or this, which is an intensive urban agriculture facility that’s due to go on my lab building at NYU.

If the incoming administration decides that none of the various policy options for doing so are worth the risk, or that the negative fallout from Russia’s involvement is acceptable, so be it.
